In order to implement the Opinions of the General Office of the State Council on Ensuring the Safe Operation of Urban Rail Transit and other relevant requirements, the Ministry of Transport recently issued the Technical Specifications for the Operation of Metro Vehicles (Trial) (hereinafter referred to as the Technical Specifications) to further improve the operation reliability, availability, maintainability and safety of metro vehicles.
Vehicles are the core equipment of the subway system to provide transportation services for passengers. With the rapid development of the subway, the large differences in vehicle component layout, human-machine interface, operation methods, and maintenance requirements have objectively increased the operating difficulties, safety risks, and maintenance costs of employees, which is not conducive to the unified scheduling of networked resources and the efficient linkage of emergencies. At the same time, the increasingly prominent problems such as complex types of equipment and insufficient compatibility also have a great impact on the later operation. On the other hand, it is also difficult for vehicle manufacturers to focus on technical improvement and innovation of key equipment, which is not conducive to the standardization, serialization and modular production of vehicles and important components.
The Technical Specifications issued this time mainly include four parts. The first is the purpose and scope of application of the document, which describes the purpose, scope of application and vehicle composition of the specification, and puts forward the basic structural parameters of the vehicle. The second is the overall technical requirements of the vehicle. From the aspects of reliability, availability, maintainability and safety, the overall requirements of vehicle dynamics performance, acceleration and deceleration performance, key speed matching, fire protection performance, waterproof and dustproof performance, vibration and noise reduction performance, air tightness, electromagnetic compatibility and other aspects are proposed. The third is the technical requirements for each component and system. It puts forward specific requirements for eight systems and components, including vehicle body and end connection, bogie, traction and auxiliary power supply system, braking system, train control and management system, train broadcasting and passenger information system, cab and passenger compartment, in terms of function, performance, safety, service and maintenance. Fourth, the requirements related to interfaces with other systems have defined the mechanical interface, electrical interface, communication interface, transmission information and other requirements of vehicle and signal, communication, catenary (rail), rail and other systems, and have fully connected with the issued Technical Specifications for Operation of Urban Rail Transit Signal System (Trial).
All provincial transportation departments should attach great importance to the publicity, implementation and organization of the Technical Specifications, urge the operation departments under the leadership of the urban people's government to actively connect and coordinate, guide the urban rail transit enterprises to implement the relevant requirements in the feasibility study and preliminary design documents of the new line preparation project and the vehicle user requirements specification, and urge the operation units to combine the update and transformation cycle, Promote the existing lines to gradually meet the relevant requirements of the Technical Specifications, and check the implementation in the safety assessment work to improve the intrinsic safety level and service guarantee ability of metro vehicles from the source.
